Picture of Jack PriceDr. Jack L. Price is currently the Director of Research under the Office of Technology and Innovation for the Naval Surface Warfare Center, Carderock Division (NSWC CD) in West Bethesda, Maryland.  As such, he provides vision for the role of Science and Technology (S&T) in developing future Maritime needs.  He is the Division's lead for the oversight, planning, and execution of the internal directed research program and a Technical POC for S&T funding agencies (ONR, DARPA, etc.).  In addition, he is responsible for overall S&T strategic planning.  His approach is to build strong broad collaborations within the broader naval research & engineering establishment, the acquisition communities, industry, universities and other research centers in order to plan, execute, and transition R&D programs in Maritime Mobility systems technologies.  Recently Dr. Price has become the lead for developing a Knowledge Management strategy for Carderock Division.

Prior to this assignment, Dr. Price was detailed to the Weapons Systems Department, Research Directorate of the Assistant Secretary of Defense for Research & Engineering as Staff Specialist for Energy and Power Technology.  His duties included the strategic planning, assessment and defense of the DoD energy and power technology investment.  He assisted in the administration of the Defense Department's Energy & Power Community of Interest (EPCoI) and forming collaborative approaches to defense power needs, especially for deployed forward forces.  Before that assignment, he was the Director of Innovation and Collaboration for the Platform Integrity Department at NSWC CD where he planned and invested in Innovative research teams and established collaborative networks within the broader research and engineering communities.  This followed a two-year assignment as a Technology Fellow to the Chief of Naval Operations Strategic Studies Group, Newport, RI. There, he was a member of a multidisciplinary team consisting of civilians and uniform military (O3-O7) whose purpose was to generate "revolutionary warfighting concepts" applicable to the Maritime Forces of 2020 and beyond.  For this work, he was awarded the Meritorious Civilian Service Medal by the Commander NSWC.  Dr. Price continues participation in active R&D projects focusing upon organizing and planning for future technology investment and technology developments for energy systems, modification & analysis of materials, ion-beam transport, the biological effects of radiation, and radiation detection, dosimetry, damage, and interactions with matter.  He has recently become active in Knowledge Management endeavors.

Dr. Price is a 1976 cum laude graduate from Norwich University with BS degrees in Physics and Mathematics.  In 1978, he earned a MS degree in Space-Plasma Physics from the University of Kansas (KU).  After working in Radiation Safety, he returned to his studies and earned a PhD in 1986 from the University of North Texas specializing in Atomic Collision Physics.  Dr. Price was appointed an Office of Naval Technology Post-Doctoral Research Fellow at NSWC White Oak.  Following an appointment as full time research physicist at NSWC, he became the Manager of the NSWC Positive-Ion Accelerator Facility.  In 1990, he received the NSWC Young Professional of the Year Award.  Dr. Price was Adjunct Faculty at Montgomery College, Germantown, MD for 20 years and an Adjunct Professor at the American University Physics Department, Washington, DC.  He has served on doctoral review panels for students at George Washington University and the Catholic University of America.
