With a vision to be the most livable and best-managed city in the country, City of Fort Worth leadership recognized the need for a major overhaul of city processes and systems in order to achieve its goals.

The City of Fort Worth is ranked 15th largest in the U.S. and is home to more than 800,000 residents. It is the county seat of Tarrant County, covering nearly 350 square miles. According to the 2017 census estimates, Fort Worth's population is 874,168 and adds about 20,000 residents each year. The metropolitan area blends its cattle and oil heritage seamlessly with a growing, diverse array of new businesses and industries.

Fort Worth’s goal prompted CTO Kevin Gunn to envision and implement a BPM initiative. Gunn leads the city’s efforts to digitally transform its business processes, beginning with garnering the support necessary to embark on a project that touches Fort Worth’s citizens, businesses, and employees. Launched 1 year ago, the initiative’s first phase includes a citywide implementation impacting nearly 7,000 users.

Fort Worth’s digital Forms Portal which leverages BP Logix Process Director—a cornerstone of the project—was conceived as a vehicle to gain rapid acceptance and demonstrate ROI. The city leverages the technology in unique ways: through the creative implementation of placeholder forms, the city was able to go live with over 400 city forms on day 1. This innovative approach allowed all forms to be categorized, promoted (where appropriate), and made searchable while producing valuable utilization data. This actionable information provides city management with statistics that help focus efforts on areas promising highest ROI through additional automation.

The Forms Portal houses more than 500 forms and averages over 3,700 forms accessed per month.

From October 2017 to November 2018 the focus has been on rolling out BP Logix Process Director forms with the city’s re-engineered business processes.

November 2018 is also when the city completed the proof of functionality and is now migrating to extend it to citizens and businesses with its Citizen Portal.

By implementing the first phase of its digital initiative, the Forms Portal, Fort Worth was able to creatively implement what would ultimately work for the city’s intranet.

“To meet the demands of a rapidly growing community, we have to continually find efficiencies in almost every work process across the city,” said Kevin Gunn, CTO for the City of Fort Worth. “City leaders also understood the role of BPM technology in the creation and delivery of city services to attract residents, visitors and business investment. Leveraging BPM technology for local government makes Fort Worth a forward-thinking city and is a key contributor to our success.”
